there's a lot of tutorials out there that can help you achieve such results in Pshop
what i do is pretty much the same with
in photoshop, except i don't use dodge/burn (but this is advisable for beginners). i always choose several shades lighter/darker than the base color to make it look more 3D. Mine is a mix of cel-style(not really prominent) and airbrush style. i make sure that when i use the airbrush, i check on the 'other dynamics' and 'shape dynamics'in the brush preset tab. i advice this so that you can manipulate the thickness of the brush as you use it--it would vary depending on how much pressure you place on the pen tab. This gives you much control.
